Hi there, I am going to be staying in Berlin and would like help in choosing restaurants, as well as booking some theatre performances etc. Now I am thinking of asking the concierge to help with this. Is this normal, and what should I tip them? I will be staying in a four-star, so I guess I should expect some level of service?

Sure, thats what they are there for and they expect to help guests having a good time during their stay. They will be very helpful to you, as they know the city, but also they are frequently in touch with lots of people so if you want to get into a very busy and popular restaurant for instance, they might be able to help you with that too. And of course if you were happy with the service you should reward them with a generous tip.
