Can Cell Phones be used onboard?

I have a flight tomorrow for Rome and the day after I will be departing for my first Mediterranean cruise and though I would stay there only about 10 days or so I would still like staying in touch with my family for they will stay from this side of the Ocean. Anyway I was curious can cell phones be used onboard and how I will be charging my cell phone there on board of this Italian ship. It is about Costa Mediterranea and it just came to my mind they actually have those electric plugs so different in Europe.

Well dont worry over the electric plugs on Costa Mediterranea for you would find those American types in those cabins there on board. And as for the use of cell phones while on board there is no problem also unless you could afford it. I was shocked upon the end of my over ocean cruise I mean I got back home and there was a cell phone receipt waiting for me and I was about to pay for this pleasure more than 1000$ and I only had a few over oceanic cell phone talks.
