Which London district to choose?

Hi! I am planning next year to study in London. So I would like to know what district of this megacity is the safest part of it, and where are the cheapest flats for renting. And while you are posting about districts can you tell me how many districts there are? I heard more than twenty! I was in Hillingdon last year, but I dont think that I could live there, too much noise and so unfriendly people!

London is the capital city of England and the United Kingdom. London's vast urban area is often described using a set of district names. There are five bigger districts in London: City of London, City of Westminster, Hillingdon, Kensington and Chelsea, and Merton. Along these five larger and more important districts there are 33 smaller authorities. My favorite district of London is City of Westminster, because it has that special sense of class that can be felt on the streets!
