What country has best courts for golfing in South America?

Hello there! My friend is fond of golfing and me and other friend would like to prepare him a surprise for his 40th birthday . We plan to send him for a trip somewhere in South America, at a destination where he will find good golf courts. We are not so versed about this sport, so we need an information about the place where to find best golf courts.

There are too many courts for golfing in South America, because the climate allows to play in open air. I know there is one in Pescador, Brazil. My relatives were there a couple of years ago. They tented a nice home near a golf court.. I have just seen photos and don’t know details about the court. Try at some golf club.
