When we were in Italy, we rented traditional Italian scooters, the popular Vespa, and that was the easiest way of transport, because it can easily move through the traffic jam. Its also good when the road is narrow and, its not expensive, not to mention the pleasure of sightseeing when you know that you can get everywhere. Even the country roads were not the problem. As far as I can remember their public transport is good, but as I said, its a bit complicated and youre not so mobile when you have to depend on driving schedules. Or you can combine these two options and sometimes when you go to a distant location you can go by public transport.
