Is it Ruhiyet Palace in Ashgabat open for tourists?

Going to Turkmenistan wasn’t my idea of a good vacation. However, my friends insisted on going there so eventually I agreed to join them. I searched the Web and found out some interesting things about the country and now I am looking forward to going there. Is it Ruhiyet Palace in Ashgabat open for tourists? I heard that the palace is really nice.

Well, I don’t know really. I have been to Turkmenistan several times and saw the palace from outside but have never tried to enter the building so I am not sure if it is opened for tourists. My friend, who has just returned from Ashgabat also hasn’t been to this palace.
